Hurricane Sandy arrives in York

As township workers Jim Breyer, left, and Jim Leibensperger work to clear a collapsed fence of debris, a car that was driven into high water is still covered with leaves and sticks, showing how high the water was on the car. The driver had to be rescued at 3:30 a.m. Tuesday.  When the Codorus Creek finally receded Tuesday morning, both Springettsbury Township workers and PennDot workers got to work clearing state Route 24 at the Springettsbury Township Wastewater Treatment Facility.  Since it was built in 1970, only once before has the creek surged this high-- last year.
